In the agencies' own words · from 30+ interviews

Sound familiar?

"Systems are holding us back."
"Getting data insights is hard."
"We need more transparency into what IT can support, and what it will cost."
"Constituents notice. It too often feels like a step backwards."

Government doesn't need more tools.
It needs a plan it can deliver.

Trusted data first. A strategy built for real budgets and procurement. Then AI that helps staff do the work, not another pilot.

Six Commonwealth client groups. One shared data story.

From the statewide platform at EOTSS to housing, labor, education, banking and transit, the work connects. Each agency builds on the architecture, catalog and governance practices already in place.

EOED

One strategy. Eight agencies. Built to be delivered.

Archetype partnered with the Executive Office of Economic Development to create a forward-ready IT strategy its agencies helped to craft. One idea drives it: do more, faster, with the resources already in place, and deliver modern constituent services that withstand real budgets, procurement and operating constraints.

01The starting point
167 applicationsbuilt on everything, across a sprawl of platforms and databases
Aging infrastructuresystems that predate the smartphone
A wide remitbusinesses, professionals and residents served across many agencies
Budget constraintsa tight operational budget
02Stakeholder engagement
30+Conversations

More than 30 senior stakeholders across eight agencies were interviewed on priorities, challenges and the role of technology before any direction was set. The feedback was consistent. The quotes at the top of this page are theirs.

03Where the value lands
Workforce efficiencyIntegrated tools and AI support inside daily work. Staff time back to mission.
Risk reductionEnd-of-life and under-secured systems replaced first. Knowledge kept in-house.
Public impactNew AI-supported services for constituents. More staff time on outcomes.
Total cost of ownershipA known cost per application. A clear view of timelines and spend.
In-house ownershipBuild and evolve solutions internally rather than rent the capability.
04How the strategy delivers

Multi-modal delivery

Not every need calls for the same delivery model. Four approaches match the scale and complexity of the work. Tap one.

Rapid Cycle, the newest: AI and a standard technology stack build smaller applications in weeks instead of months.

IT and business partnership

  • Cost transparency by project, service and agency
  • A standing cross-agency prioritization forum
  • A named IT contact on every active program

IT as a partner, not a black box.

Product planning

The anchor

The discipline behind the strategy. Define the need. Sequence the work. Align on success before delivery begins. That is what turns a strategy into an executable plan instead of a wish list.

05How we partnered
The CIO convened. We ran the room.
We focused on funding, not just requirements.
We shaped the thinking before we shaped the plan.
We brought proven ideas from experience.
06What they were left with
110Opportunities

Not just a slide deck.A three-year strategy built around 110 defined opportunities with clear owners, delivery models, timelines and cost assumptions. Specific enough to move from strategy to action immediately.

How it fits together · the pattern behind the work

A governed Snowflake platform in the middle. A delivery model around it.

Agency systems feed one governed platform. The catalog makes it findable, AI makes it useful, and staff and the public get answers they can trust. Archetype brings the strategy, governance, engineering and enablement that keep it running after go-live.

Questions to get started · bring these to our call

Not sure where to begin? Start with these.

If you lead an agency

1

Do we trust the numbers behind our decisions and our public reporting?

2

Is our data ready for AI, or are we hoping it is?

3

Which of our systems predate the smartphone, and what do they cost to keep?

4

Could another agency safely use our data tomorrow?

5

What would change if staff got their hours back from manual reporting?

If you lead IT or data

1

How many applications do we run, and who owns each one?

2

Which delivery model fits each need: enterprise, SaaS, internal or rapid cycle?

3

Who stewards our critical data, and do they know it?

4

What does each application cost us to support today?

5

How will we measure success in year one?

“Trusted data. Practical AI.
Better government.”
